Anyone else dont get any quest do give him loot?

I tried it today and after 5 quests you have cooldown for 1-2 hours and then you can take another 5 quests. It's not a bug.

Yes, moonlight.exe had this in the patch notes today on discord

•We fixed impossibility to take new quests from the artisan. Also, 5 quests are now available within one real hour.
