Find Horses as loot?

Is it possible to find horses as loot like in single player?

Is used to be, but it seems it has been removed lately.

It is still possible to find Horses as loot from the Desert Bandits and various boss/follower parties roaming the Wildlands.
Be aware that the Wildlands is a Free-for-all PvP area.
