Does culture choice matter? Will it matter in the future?

I picked my culture based on the bonus, which supposedly isn't implemented yet. Are clans culture restricted? If not, will they be in the future? Thanks.

Now: Doesn't matter - no bonuses
Future: I don't know, but it is not mentioned in the latest 1,5-2 months roadmap from 29th of March
